1. I UNDERSTAND . . . that nothing herein contained shall be construed to represent that alterations to land or buildings in accordance with their plans may violate any of the provisions of building and zoning codes of Garrett County, MD. Further, nothing herein contained shall be construed as a waiver or modification of any said restriction.
2. . . . that any construction or alteration undertaken by me or in my behalf shall not commence until written approval has been received from the Villages of Wisp Association. I understand that I may be required to return the property to its former condition, at my own expense, if this application is disapproved wholly or in part; and that I may be required to pay all legal expenses incurred by the Association should a dispute arise over my disregard of the Association's requirements.
3. . . . that routine inspections may be made by Members of the Board, Architectural Committee and/or the Property Manager to ensure compliance with specifications herein.
4. . . . that the alteration authority granted by this application, once approved, will be revoked automatically if the alteration requested has not commenced within 180 days of the approved date of this application and/or completed by the date specified herein.
5. . . . that all proposed improvements must meet Garrett County, MD Building Codes. My signature indicates that these standards have been met to the best of my knowledge. I understand that Garrett County law requires a Building Permit on all structural changes to a building or lot. This includes fences, docks, patios, etc. Application for all required Building Permits is my responsibility.

PROCEDURES FOR SUBMITTING APPLICATIONS FOR ARCHITECTURAL CHANGES
1. Owners wishing to make any changes, additions, or alterations to their homes or lots must submit an Application for Architectural Change Form with all appropriate sections completed. Be sure to include dimensions, color schemes, type of materials, and design information. For landscaping, include type of plans and any topographical changes. Show details by attaching drawings, photographs, catalog instructions, etc. If needed, attach a survey of your lot showing the locations of the proposed change(s).
2. Please submit the application, plans, and specifications. Upon approval by the Architectural Committee, one copy will be retained by the Committee and another, bearing approval of the Committee in writing, will be returned to the applicant.

4. The Architectural Committee will try to review and respond to applications within 15-to-30 days from receipt of the application. The Declaration of Covenants, Conditions, and Restrictions require the Committee to respond within 60 days.
5. If a proposal is rejected, the reason(s) for disapproval will be stated as part of the written decision. The applicant may request reconsideration if new or additional information, which might clarify the request or demonstrate its acceptability, can be provided.
6. Approval of any project by the Architectural Committee does not waive the necessity of obtaining the required governmental permits.
7. The Committee will not knowingly approve a project that is in violation of the local Building or Zoning Codes. The burden of determining whether an application is in violation of the local Building or Zoning Codes rests solely on the applicant.
One of the unit owners acts as the building captain for communication with the board/property manager, the unit owners and the contractor
The building captain should ensure that contractors bidding on the work are licensed, insured, and capable of performing the work. It is suggested that contracts include a clause that requires all products to be installed in accordance with the manufactures's suggestion and recommendations.
As each unit owner is responsible for their unit, individual contracts should be entered into with the contractor.
Each unit owner should fill out and sign an architectural change request, and the building captain should submit them to the property manager for board approval. This also serves as an early warning, if certain unit owners are not willing to repaint or re-roof.
If any unit owner does not agree to paint or re-roof concurrently, notify the board and they will require compliance from the unit owner.
